we plan to travel to northern Norway in 2014, entering the country via the E10 from
northern Sweden. Is this border point permanently manned and is it possible to declare
goods in excess of the allowed free quantities at any time of the day? Is there otherwise
the possibility to make a customs declaration already in Germany?

We think you are planning to enter Norway at Bjørnfjell ( E 10 ) and here is a link to opening hours at Bjørnfjell customs house.

As you can see, the customs house is open most of the day.
You can pass the border 24 hours as long as you do not have any to declare.
If you have something to declare, you must stop at the customs house during opening hours.
